Set a rule per Agent and action: act alone, or wait for a person. Every Agent checks it first. Anything past it goes to the Approval Queue.
Rules
For every Agent and every action it might take, say whether it acts alone or stops for a person first. You set it once from the authority tab, for a company and an action, like releasing a hold on a line. Change it whenever the answer should change.
Authority check
Every Agent action looks up its rule first. Inside its authority, the Agent carries on. Above it, the run pauses in the Approval Queue until a person decides.
Conditions
A rule can carry conditions that narrow when it applies, like only on one line or only on nights. An approval on top of it can carry its own window in hours. When the window passes, the approval expires and the action stops.
Changes
Set a rule, change it, or clear it, all from the same place. Clear one and the action falls back to the default, so it never runs unchecked. Every rule in force for an action is listed right there.
Roles
A person reaches only the Modules and actions their role carries, and only inside the site they work in. A supervisor at one plant doesn’t see the controls for another plant by default. Role access and Agent authority are separate checks: one governs what a person can reach, the other what an Agent can do alone.
Authority scope
The matrix governs what an Agent may do on its own and what a role may reach. It doesn’t classify records or people: no marking on an individual record, no nationality or clearance attribute. When an action is held for a decision, the decision lands in the Approval Queue.

No. A rule can carry an approval window in hours, and an expired approval stops the action rather than letting it through.
The action falls back to the default, so the check never runs on nothing. Clearing a rule is the same as never setting one.
